General Board Meeting called to order by Chairman Mr. Meyer at 3:30 p.m. Present were Directors Mr. Meyer, Mr. Schloss and Mr. Bettag, Chief Svetanics and Ms. Vincent. There were no citizens of the District present.
Motion by Mr. Schloss to accept the agenda as presented, 2nd by Mr. Bettag, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye.
Motion by Mr. Bettag to accept the minutes of the general sessions of January 12, 2010 and January 19, 2010, and the closed executive session of January 19, 2010, as presented, 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye.
Mr. Bettag gave the treasurer’s report for the month ending January 31, 2010. Mr. Bettag reported that revenue collected through the lockbox in January was $30,640, which is just under budget for the month, which makes it $2,277 under budget for the year.
Total revenues collected are under budget for the first month of the year due to fewer delinquent taxes collected and other income such as building permits, and interest income being low. Total revenue for January is $227,160, being $6,348 under budget.
Mr. Bettag stated that actual expenditures at the end of January stand at $424,232 or at 14.4% of the budget for 2010, mostly because of the added expense of the new ambulance and pick-up truck.

Chief Svetanics reported that the new ambulance has been delivered and we are just waiting for lettering and radios to be installed.
Chief Svetanics stated that Dave Sinclair Ford delivered our new pickup truck and we are waiting for the lettering and radios to be installed, along with the lights and siren.
Chief Svetanics reported that we are selling the Jeep through advertising on the web site and fliers distributed throughout the District. We have had several calls and at least four interested parties who have looked at the Jeep and a few have taken a test drive. Sealed Bids are due Friday, February 19th at 5:00 p.m. at the District office, and are to be opened at the next open meeting on February 23rd.

Chief Svetanics reported that the River City Casino is still on schedule to have its grand opening on March 4, 2010 for the general public. They are having two VIP days before that on March 1st and 2nd. The crews are scheduled for a final walk-through on February 23, 24, and 25, 2010, along with Mehlville FPD, Affton FPD, St. Louis City Fire Department and South County Fire Alarm.
Chief Svetanics stated that the South County Chamber of Commerce is honoring Chief Silvernail at a retirement dinner on Thursday, February 18, 2010. The Chief stated he will be making a speech regarding Chief Silvernail.
Monthly reports presented on training by each crew member, maintenance report, fire incident report and summary, ambulance statistics, ambulance monthly lockbox report and MediClaims report, public relations report, community services report, wage report, Office of St. Louis County Executive Letter, Missouri Employers Mutual Consultative Report, and United Way Letter.
Mr. Schloss requested that we table agenda numbers 8:10 – Principal Financial, and 8:11 – Review of Employee Ratings to next week’s meeting.
Next general meeting is scheduled for Thursday, March 18, 2010, at 3:30 p.m. Next general meeting for bill discussion will be on Tuesday, March 23, 2010, at 3:30 p.m.
Mr. Michael Butz of Crawford-Butz Insurance Agency joined the meeting at 4:00 p.m.
Mr. Butz discussed with the Board the possible insurance rate increase which will take place in July of 2010. Mr. Butz stated that we could pursue different options such as getting bids for different medical insurance providers if we start looking in early March.
Mr. Meyer left the meeting at 4:20 p.m.
