General Board Meeting called to order by Chairman Mr. Meyer at 3:37 p.m. Present were Directors Mr. Meyer, Mr. Schloss and Mr. Bettag, Chief Svetanics and Ms. Vincent. Also present were District Accountant Joe Schnieders and Mr. Bill Cocos. There were no other citizens of the District present.
Motion by Mr. Schloss to accept the agenda as presented, 2nd by Mr. Bettag, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye.
The Board and attendees discussed the River City Casino Safety Tax, which is being paid daily to the State of Missouri. St. Louis County, as the dock city, receives a percentage of the tax, and according to state statute is to divide the funds between entities providing safety to the casino, its workers and patrons. Police, Fire and EMS are the largest in the group and L.F.P.D. believes we should be getting a share of the tax. St. Louis County has yet to agree with our opinion, so the District has filed a Writ of Mandamus with the Court to get its opinion.
Motion by Mr. Bettag to accept the minutes of the general sessions of February 16, 2010, February 23, 2010, and February 27, 2010, and the closed executive session of February 1, 2010, as presented, 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye.
Mr. Bettag gave the treasurer’s report for the month ending February 28, 2010. Mr. Bettag reported that revenue collected through the lockbox in February was $42,272, which is well over budget for the month, which makes it $7,080 over budget for the year.
Total revenues collected are over budget for the second month of the year due to more delinquent taxes being collected and other income such as building permits, while interest income is still low. Total revenue collected for February is $455,613, being $34,666 over budget.
Mr. Bettag stated that actual expenditures at the end of February stand at $624,668 or at 21.2% of the budget for 2010, mostly because of the added expense of the new ambulance and pick-up truck.

Chief Svetanics reported that the new ambulance and the pick-up truck are finally in service after waiting for the lettering and radios to be installed.

Chief Svetanics reported that we are selling the old ambulance through advertising in a few firefighting magazines. The District is asking $5,000 for the ambulance and we have had several calls already.
Chief Svetanics reported that the River City Casino has generated about 25 calls since its opening about two weeks ago. Chief Svetanics proposed that the District run an ad to hire new firefighters/paramedics to handle the extra runs each day. St. Louis County Police Department has hired six new police officers to the man the office at the casino.
Motion by Mr. Schloss to advertise for Firefighter/Paramedic positions, 2nd by Mr. Bettag, roll call vote, Mr. Meyer aye, Mr. Schloss aye, and Mr. Bettag aye. The applications should be back from the printers before April 1.
Mr. Schnieders and Mr. Cocos left the meeting at 5:05 p.m.
Chief Svetanics reported that Mehlville Fire Protection District is throwing a retirement party for Chief Jim Silvernail in April. The Chief stated he will be making a speech regarding Chief Silvernail, and will at that time make him an Honorary Firefighter of the Lemay Fire Protection District to commendate all the years of providing Mutual-Aid to Lemay.
Monthly reports presented on training by each crew member, maintenance report, fire incident report and summary, ambulance statistics, ambulance monthly lockbox report and MediClaims report, public relations report, community services report, wage report.
Next general meeting is scheduled for Tuesday, April 20, 2010, at 3:30 p.m. Next general meeting for bill discussion will be on Tuesday, April 27, 2010, at 3:30 p.m.
