General Board Meeting called to order by Chairman Mr. Meyer at 3:30 p.m. Present were Directors Mr. Meyer, Mr. Schloss and Mr. Bettag, and Ms. Vincent. Also present were District Accountant Joe Schnieders and Independent Auditors Robert B. Offerman and James L. Pursley of Hochschild, Bloom & Company. There were no citizens of the District present. There was one new business owner from Oakville - Mehlville, Ms. Sherry Barbro of Servpro, who came to introduce her new company to the Board. Ms. Barbro left a brochure and left meeting at 3.37 p.m.
Motion by Mr. Schloss to accept the agenda as presented, 2nd by Mr. Bettag, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye.
Mr. Offerman and Mr. Pursley of Hochschild, Bloom & Company presented the draft Audit Report of Financial Statements for discussion with the Board and Joe Schnieders.
Motion by Mr. Bettag to approve the Draft of 2009 Audit as presented by Hochschild, Bloom & Company, 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. Mr. Offerman and Mr. Pursley left meeting at 4:38 p.m.
Motion by Mr. Bettag to accept the minutes of the general sessions of April 7, 2010, April 20, 2010, and April 27, 2010, and the closed executive session of April 27, 2010, as presented, 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye.
Mr. Bettag gave the treasurer’s report for the month ending April 30, 2010. Mr. Bettag reported that revenue collected through the lockbox in April was $40,091, which is well over budget for the month.
Total revenues collected are over budget for the fourth month of the year due to a large amount of delinquent taxes collected this month and other income such as building permits. Total revenue collected for April is $1,067,212, being $207,812 over budget, but still $48,138 less than last year at this time.
Mr. Bettag stated that actual expenditures at the end of April stand at $1,757,445, or at 40.4% of the budget for 2010, mostly because of the added expense of the new ambulance and pick-up truck.

Mr. Meyer read from the Chief’s Report as Chief Svetanics is out of town attending the Metropolitan Chief’s Conference in Memphis, Tennessee, and will return on Thursday, May 20, 2010.
The Board discussed the River City Casino Safety Tax, which is being paid daily to the State of Missouri. St. Louis County, as the dock city, receives a percentage of the tax, and according to state statute is to divide the funds between entities providing safety to the casino, its workers and patrons. The Board discussed the pending court date of June 15, 2010 which is when we will get a hearing on the Writ of Mandamus we filed against St. Louis County.
The Board discussed the fact that Mehlville Fire Protection District will not respond to River City Casino calls through mutual aid unless it is a life-threat (full arrest, trauma or unconscious person) and also will not respond to any calls except life-threat in the entire District.
Monthly reports presented on training by each crew member, maintenance report, fire incident report and summary, ambulance statistics, ambulance monthly lockbox report and MediClaims report, public relations report, community services report, wage report.
Next general meeting is scheduled for Tuesday, June 17, 2010, at 3:30 p.m. Next general meeting for bill discussion will be on Tuesday, June 22, 2010, at 3:30 p.m.
