            General Board Meeting called to order by Chairman Mr. Meyer at 3:30 p.m.  Present were Directors Mr. Meyer, Mr. Schloss and Mr. Bettag, Chief Svetanics and Ms. Vincent.  There were no citizens of the District present.

 

            Motion by Mr. Bettag to accept the agenda as presented with one addition to 7.12 –Approval of Tax Rates (Proposed), 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. 

 

            Motion by Mr. Bettag to accept the minutes as presented from the general sessions of July 2, 2009, July 21, 2009 and July 28, 2009, and the executive sessions of July 14, 2009, July 21, 2009 and July 28, 2009 as presented, 2nd by Mr. Schloss, roll call vote Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. 

 

            Mr. Bettag gave the treasurer’s report for the month ending July 31, 2009.  Mr. Bettag reported that delinquent tax revenue received from St. Louis County Department of Revenue was $20,681.26 for the month of July.  Mr. Bettag also reported that revenue collected through the lockbox in July was $45,596.45, which is well over budget for the month.  Total revenues collected are right on budget for July even though interest income is way down from last year.     

 

            Mr. Bettag stated that actual expenditures for the end of July are at 57.4%, almost right on budget for the sixth month of the year set at 58.3%.  

 

            Motion by Mr. Schloss to accept the treasurer’s report as presented, 2nd by Mr. Bettag, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. 

 

Chief Svetanics reported that the ambulance needed a new alternator, which is now repaired and back in service. 

 

 Chief Svetanics stated that Pinnacle Entertainment has applied for and gotten their building permit and that after he recently attending a meeting learned that the casino should be fully operational on March 1, 2009.  He has asked Lt. Heidbreder to prepare a pre-plan for the Casino.

            Chief Svetanics reported that Lt. Michalski has made a written request to purchase a new chair lift for the ambulance and the report is attached to these minutes.

 

Chief Svetanics stated that the pumper made a goodwill visit to the National Night Out campaign per request and that it was held this year at Occasions.

 

Chief Svetanics reported that the new complex on Lemay Ferry named AHEPA will have its final inspections and should be up and running soon.

 

            Monthly reports presented on training by each crew member, maintenance report, fire incident report and summary, ambulance statistics, ambulance monthly lockbox report and MediClaims report, community services report, wage report.

 

Motion by Mr. Bettag to approve, if necessary, the purchase of 300 flu shots if we do not receive the funding needed for volunteers to be able to give free flu shots to attendees at the Open House on October 10, 2009, 2nd  by Mr. Schloss, roll call vote Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. 

 

Motion by Mr. Bettag to approve of the purchase of a new Lift Chair for approximately $3,500, 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. 

 

            Mr. Schnieders joined the meeting at 4:15 p.m. to discuss tax rates.

 

Motion by Mr. Bettag to accept proposed tax rates until final BOE figures are available to the District from St. Louis County Department of Revenue, 2nd  by Mr. Schloss, roll call vote Mr. Meyer aye, Mr. Schloss aye, Mr. Bettag aye. 

 

            Next general meeting scheduled for Tuesday, September 15, 2009, at 3:30 p.m.  The regular open meeting for bill discussion will be on Tuesday, September 22, 2009, at 3:30 p.m. 

 

Motion by Mr. Bettag to adjourn general meeting at 4:33 p.m., 2nd by Mr. Schloss, roll call vote, Mr. Meyer aye, Mr. Schloss aye, and Mr. Bettag aye.
