General Board Meeting called to order by Chairman Mr. Bettag at 4:03 p.m. Present were Directors Mr. Bettag, Mr. Schloss and Mr. Meyer, Chief Svetanics and Ms. Vincent and District Accountant Joe Schnieders.  Also present were two Citizens of the District.

Pledge of Allegiance led by Chief Svetanics.

Motion made by Mr. Schloss to accept the agenda as published, 2nd by Mr. Meyer, Roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye.

Mr. Schnieders made a statement regarding the tax rates and said the assessed evaluation will change from last year’s $1.16 to $1.22.  Out of all the funds, the ambulance fund is the only fund not close to being near the rate ceiling.  As an example, a $200,000 house will be paying $22.00 a year more.  A $100,000 house will pay $11.50 more. But I reiterate that at least one-half of that amount will have to be held.  Out of the 2010 taxes, $600,000 was protested.  We will not get a final decision on that dispute until April of 2012.

Question by Citizen:  What tax rate are you saying now?

Mr. Meyer:  $1.22 blended rate.  Last year (2010) it was $1.1617.  This year it will be $1.2245.

Chief Svetanics stated that since the home valuations went down, most homes will pay around the same amount.  When the rate increases, it compensates for value decreases.

Question by Citizen:  People who don’t live here making choices for us.  Lemay has three school districts:  Hancock, Bayless and Mehlville.

Question by Citizen:  Any plans for new casino hotel been submitted?

Chief Svetanics:  No.

Motion by Mr. Meyer to accept the Resolution of the Board of Directors of Lemay Fire Protection District to Fix Tax Rates for Fiscal Year 2011 for $1.2245, 2nd by Mr. Schloss. Roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye.

Citizen:  Citizens and property owners protest.

Mr. Meyer:  We went to Clayton and argued, what do you want us to do?

Mr. Schnieders:  The figures are a State formula.

Mr. Bettag:  We have to follow the law.  All I can do to make an explanation is we have to explain what is hard to explain.  The tax rates are set, the resolution signed.  Any other comments?

Motion by Mr. Bettag to adjourn the tax rate meeting at 4:25 p.m., 2nd by Mr. Meyer. Roll call vote Mr. Bettag aye, Mr. Schloss aye, Mr. Meyer aye.

                                                                                     Respectfully submitted,

                                                                                      David Meyer, Secretary
